to free NHS Services means that anyone in
the UK without
documentation, long stay visitors and anyone
refused asylum or leave to remain (on final
appeal, but not removed from the UK )will be
liable to be charged for any NHS services other
than those provided by A&E departments
or those outlined in the 1989 exemptions.
